Jerrod Delaine

Jerrod Delaine is the Chief Executive Officer of The Delaine Companies. He holds a Bachelor's Degree and Bachelor of Arts Degree in Architecture from Florida A & M University School of Architecture and Environmental Technology, as well as a Master of Science degree from New York University Schack Institute of Real Estate. He serves as an adjunct professor at both NYU, his alma mater, and Pratt, where he educates Graduate and Undergraduate students on development, public-private partnerships, urban economics, and portfolio management. With over a decade of experience in real estate development, Jerrod has honed a comprehensive skill set encompassing Design, Construction, Finance, Affordable Housing, and Asset Management. During the initial five years of his career at Forum Architecture and Interior Design, Jerrod primarily focused on project managing affordable housing projects in the southeast region of the United States. Following eight years as the Director of Development at Carthage Real Estate Advisors, Jerrod established himself as a thought leader in urban housing policy by founding The Delaine Companies. This value-based company is dedicated to leveraging access to capital markets to enhance communities through real estate finance and development.
Dwayne Jeffrey

Dwayne Jeffrey began his real estate career as a loan officer with the New York Capital Exchange Corp and quickly became a top producer in the company, closing over 180 transactions in 4 years. After NYCE, Mr Jeffrey started a real estate consulting company providing acquisition, rehabilitation, and financial structuring of distressed multi-family real estate projects. Mr Jeffrey was simultaneously a partner in real estate syndication company focus on multi-family projects in New York City and Albany, wherein he was responsible for sourcing capital from high net worth individuals.

Robert Horsford (President and Chairman) - Robert is a third-generation real estate professional, who studied under his immigrant entrepreneur grandfather, Victor Horsford (founder of Victor Horsford Realty Corp.). Robert received a Bachelor’s of Science degree in Structural Civil Engineering and Business Management from Brown University. After serving as project manager for Verizon Global Construction and project engineer at Gilbane Building Company, he founded Apex in 1997. The company has gone on to complete over $1.1 billion in new and moderate construction, adding or preserving more than 4,700 affordable residential units within New York and New Jersey. On the development side, Apex has completed over $65 million in mixed-used and residential housing. Rob serves on the Board of Directors for the Greater Harlem Real Estate Board and NY State Association for Affordable Housing.
Jovana Villanueva

Jovana Villanueva established JV Construction & Consulting LLC by herself in 2017. Jovana started her career in construction in 2001 as a project assistant a construction company and quickly rose through the ranks in every department in the industry, eventually becoming a Senior Project Manager for a major general contracting company. Jovana has extensive experience in all aspects associated with construction including: estimating, bidding, pre-construction, expediting, site safety management, fire safety management, project management, risk management, material management, project closeouts, and contingency planning. With over 20 years of experience, Jovana Villanueva has been the direct Construction Project Manager of numerous projects worth over $200 million dollars. Jovana has worked on different types of projects such as: affordable housing, mixed-income, market rate, private sector, commercial, educational, hospitality, and high end residential. She strongly believes in working hard to consistently deliver excellence.
Randall Powell
Co-Founder
Randall graduated with a Master of Science (M.S.) in Urban Planning and Urban Affairs with a concentration in Housing and Community Development from CUNY, Hunter College. He is a licensed New York State Real Estate Broker, a Certified Property Manager (CPM) with the Institute of Real Estate Management (IREM) and a Real Property Administrator (RPA) with Builders Owner and Managers International (BOMI). He is the President of the Greater IREM NYC Chapter and is the chair of the chapter's Diversity, Inclusion and Equity Subcommittee. He also sits on the Fund for Public Housing Advisory Council that helps support NYHCA through various programming and fundraising initiatives. Randall's noteworthy accomplishments as CEO of Infinite Horizons include being an initial awardee New York City Department of Housing Preservation and Development MWBE Capacity Building RFP. The site is vacant land located at 784 Cortlandt Avenue/ 359 E.157th street in the Bronx. Cortlandt Manor Views will be a 6 story 23-unit mixed use, mixed income building closing in 2023. In 2021 Infinite Horizons was awarded the Enterprise Community Partners Equitable Path Forward Grant and honored at Enterprise New York Gala as a Community Development Honoree. Additionally, Infinite Horizons was also in the inaugural class of the 2021 LISC NYC Developers of Color Training Program. Under Randall’s leadership Infinite Horizons, has been awarded several projects through NYC. These projects include awards from HPD New Construction Program (NCP), New Infill Homeownership Program (NIHOP) and the Third-Party Transfer Program (TPT). The NCP sites in Southeast Jamaica Queens called Guy R. Brewer Renaissance and Redevelopment will be developed into a multifamily building with community facility and commercial spaces with approximately 150 units. The homeownership (NIHOP) sites will consist of two and three family homes in East New York and Brownsville sections of Brooklyn for a total 20 affordable homes with 40 units. The Third-Party Transfer (TPT) sites are existing building located in Harlem across 5 buildings with a total of 122 units with commercial spaces that will be redeveloped into affordable housing.
